Gambling Laws in Slovenia

Gambling in Slovenia is legal under the Law on Games of Chance (Zakona o igrah na srečo) from 1995 and all its amendments, the last one enforced in 2014. Articles 2, 10 and 53 from the law contain definitions of the games of chance that are legal in Slovenia, which are divided into classical (lotto, sports betting) and special games of chance (card games, table games, bingo). Besides the land-based games of chance, the amendments of the act also include definitions of all forms of legal online gambling in Slovenia, which are practically versions of the already mentioned games.    The body responsible for the regulation of all types of gambling activities in the country is the Ministry of Finance. According to Slovenian gambling laws, minors, under 18 years of age are prohibited to participate in gambling activities.

Is Online Gambling Legal in Slovenia?

Yes, all forms of gambling are legal in Slovenia, according to the Law on Games of Chance

Online Casinos in Slovenia

Online casino sites in Slovenia are legal and operators may apply for a license from the Ministry of Finance. However, as of August 2019, there are still no domestic platforms operating in the Slovenian market. As a result, gamblers usually access offshore websites that offer a wide variety of games, but also several opportunities.

Online Poker in Slovenia

Although there are no specific Slovenian poker laws, the articles regulating online gambling in general, apply to this game as well, giving online poker the status of a legal game of chance in this country. However, according to Article 53, poker is considered a special game, which means it can only be offered in casinos. But as there is currently no online casino provider, it is also not possible to find online poker sites in Slovenia. Therefore, players access offshore platforms.

Online Lottery in Slovenia

The Slovenian online lottery laws are derived from the Law on Games of Chance and allow a monopoly of the Slovenian Lottery (Loterija Slovenije) in the area of offering online lotto games on the market. Hence, due to the limited options, Slovenian players usually turn to offshore online lotto sites, where they can play in the biggest draws in the world and win some of the highest jackpot prizes.

Online Bingo in Slovenia

Even though there are no specific Slovenian bingo laws, the general regulations regarding online games of chance in Slovenia apply and online bingo is considered to be legal in the country. However, as the game is also classified as a special game, there are no specialized sites for online bingo in Slovenia. But bingo rooms that are licensed elsewhere within the European Union can easily be accessed from the country.

Online Sports Betting in Slovenia

Online sports betting in the country is also regulated with the Law on Games of Chance. According to the law, the state-owned Sports Lottery (Športna Loterija) enjoys a monopoly on the Slovenian sports betting market and runs the only licensed online sportsbook in Slovenia. But bettors can also access offshore platforms that offer higher odds and a wider variety of sports.

Online DFS in Slovenia

Online DFS sites in Slovenia are not legally regulated yet. There is an ongoing debate on the status of this type of game, but considering the legality of online gambling in the country, it is likely that Daily Fantasy Sports will soon become legal in Slovenia.
