Gambling Laws in Monaco

Gambling in Monaco is considered to be legal in almost all its variety. The Monégasque gambling laws, in particular, the Law No. 1.103 on games of chance (Gaming Law) from June 1987 is the main regulatory act of all gambling activities in the country. However, the law only mentions casino games at a land-based level, which means that bingo, lottery, betting and online gambling in Monaco are highly unregulated.  Article 9 of the law prohibits locals to gamble, as well as military men, minors under the age of 18 years old and anyone who belongs to a religious congregation, such as priests. The regulatory body is the Gambling Authority (Service de Contrôle des Jeux) which operates under the Ministry of Finance and Economy. Moreover, Article 350 of the Penal Code defines the penalties for organizing gambling without authorization.
