Gambling Laws in Luxembourg

Gambling in Luxembourg is considered to be in great part illegal. Within the Luxembourg gambling laws, the Gambling Law from 20 April 1977, figures as the main regulatory act of all gambling activities in the country. According to Article 1 of this act, all forms of games of chance are illegal in Luxembourg. Yet, various exceptions are allowed. Thus, the National Lottery Law from 2009 allows grants the National Lottery (Loterie Nationale) an exclusive right to provide lotto and sports betting games, including online games in Luxembourg. It must be stressed that the current legislation does not make an explicit distinction between online and land-based gambling and that the whole online gambling sector is practically monopolized by the National Lottery.  The regulatory body of the land-based and online activities in the country is the Ministry of Justice which also grants licenses for operators of gambling games in the country. And according to Luxembourg gambling laws, minors under 18 years of age are prohibited to participate in gambling activities.
