According to most Indian sports betting laws, the definition of gambling includes sports betting  - except on horse races - which makes it illegal. However, there are some exceptions as the cases of Sikkim and Nagaland. On the first state, licenses are available for “sports games” both land-based and online, under the  Sikkim Online Gaming (Regulation) Rules from 2009: “sport games, which involve prediction of the results of the sporting events and placing a bet on the outcome, in part or in whole, of such sporting event,”. According to the Nagaland Prohibition of Gambling and Promotion and Regulation of Online Games of Skill Act from 2015, certain games are classified as games of skill - virtual sports included - and, therefore, can be offered online for betting by gaming operators. There might some changes nationwide soon, though. In 2013, there were allegations of corruption during the Indian Premier League. As a result, the Supreme Court appointed the Lodha Committee to investigate the issue of spot-fixing and match-fixing. The Committee recommended the legalization of cricket betting in India, stating that it would bring long-term beneficial effects on the game and to the Indian economy. As of May 2019, it is still unknown, however, what will be decided by the Federal Government.
