Gambling Laws in DR Congo

Various laws make gambling in DR Congo legal in much of its variety. Within the Congolese gambling legislation, the main regulatory acts are the Inter-ministerial orders 041/MJS/CAB/2100/01/2011 and the ordinance No. 059/CAB/MIN/FINANCES/2005 from the 25th June 2005. All these acts make various forms of gambling in DR Congo legal, but do not include within this scope online gambling. Online gambling in the country is until today not regulated. The regulatory body of the land-based activities is an office within the Ministry of Economy of DR Congo. Beside its function as supervisor, this office is the official body which grants licenses to all Congolese casinos, sportsbooks, or other types of gambling providers, brick and mortar as well as online.  According to Congolese gambling laws minors, under 18 years of age are prohibited to participate in gambling activities.

Beside the not regulated status of online gambling online casinos in DR Congo amount to several licensed providers most of which offer other types of gambling games beside the classical casino games. The National Society of Lottery (Sonal) is the state licensed provider for all sorts of lotto games in the country including the online lottery in DR Congo. The lottery was reformed with the Law 08/008 of July 07, 2008 but retained its mission from the earlier Presidential Orders O84-155 and 85-156 from 4 July 1984. Like its predecessor, the Colonial Lottery (Belgian Congo), created on May 29, 1934, its contributions go for the benefit of social, artistic and other works in DR Congo. However, as of October 2019, they do not offer online lotto games, the land-based versions being the only options for the locals.

There are no specific Congolese online bingo laws. However, the general regulations regarding  games of chance in DR Congo apply and land-based bingo is considered to be legal in the country. However, as of January 2019, there are no specialized sites for online bingo in DR Congo. Online bingo, as it is the case with other online gambling games is not regulated in the country. Bingo rooms, licensed elsewhere, can easily be accessed from the country.
