Gambling in Brazil is considered to be illegal. Within the
Brazilian gambling legislation, the
Law of Misdemeanours, Decree-Law No. 3688/1941 (Decreto-Lei 3688 de 3 de Outubro de 1941) is considered to be the main regulatory act of all gambling activities in the country. According to this act, all forms of land-based gambling are illegal in Brazil with the intention to preserve social morality, in line with the accepted societal values of 1941. Online gambling is also considered to be illegal.
The only acceptable form of gambling in Brazil is the lotto games. The state-owned Federal Savings Bank (Caixa Econômica Federal) (CEF) is currently responsible for lotteries and granting permits for companies interested in selling lottery tickets.
