Casinos in Denmark
In Denmark, a state-run company called Dansk Spil holds a monopoly on most forms of gambling, but they only control lottery-style games. Casino games, like roulette, baccarat and blackjack, fall into a different category and are subject to different laws and regulations. While these games are legal in Denmark, they are only allowed in casinos, and are regulated by the Danish Ministry of Justice. The Ministry is responsible for licensing casinos, and will give licenses to whoever they deem capable of running a fair casino.

Even though casinos are legal in Denmark, the country has very few. They are very regulated as well, with strict limits on all games.
